Specifications include, but are not limited to: This project is in preparation for a possible realignment of the entrance road to Kingsland Bay State Park. There is also the potential for a parking lot addition. The project area does not have nearby delineated wetlands mapped on the Vermont ANR Atlas, but does fall within the hydric soils layer. The area of investigation generally encompasses 60’ from either edge of the existing entrance road (for the portion identified, see attached location map), 130’ swath along a newly identified alignment as well as a 200’ swath adjacent to Hawkins Road. This project will involve four parts: identifying the presence of wetlands and delineating the wetlands, providing GPS coordinates, and applicable application preparations, coordination, and submittal, with an end goal of a filled wetlands permit application ready for submission, as well as the means to provide revisions following application submittal, as needed. ; On-site Determination of Wetlands – The consultant will meet on site with DEC Agency Facilities Engineering (AFE) and discuss the project and areas of concern. The consultant will walk the site with AFE and identify all areas within the project area that are to be delineated. The timing of this meeting will be in the summer of 2022. If no wetlands are found within the project area the project will end here, following some backup documentation of this determination by the Consultant.; On-site Delineation – Following the site review with AFE, the contractor shall proceed to delineate wetlands that are found present within the project boundary. Delineation shall be clearly marked in the field with flagging or other such methods. Wetlands are to be delineated during this growing season.; On-site GPS Locating – Following the delineation completed by the consultant, the consultant shall proceed to locate the delineated boundary with a GPS unit in the field (submeter accuracy), while also locating a handful of existing known points (buildings, road edges, survey stations, etc.). The consultant will then prepare an excel file with the GPS coordinates (VT State plane, feet) and submit them to the State to use for further design and considerations.; Permit Application Preparation, Submittal, and Revisions – If the project dictates applicable, the Consultant will coordinate the final design with the State and assist in preparing the applicable wetlands permit application, Army Corps of Engineers forms and applications. As well as assist in submission and revisions of said permits. This shall be inclusive of all required forms and paperwork required by Wetlands permitting and ACOE for a complete application and approved permit, including any necessary revisions.
