Specifications include, but are not limited to: • Unlimited use and access to the texting platform, including remote access. • 12 separate WIC texting campaigns (one for each local health office), with the capacity for ongoing automated message tracks, unlimited reminder texting for program updates and announcements, and unlimited reminders for a variety of WIC appointment types. • Ability to send unlimited batch appointment reminders to multiple users at once; including the ability to time or preset messages to go out on a holiday or weekend as needed. • Ability to easily transfer a specific user between local campaigns if needed. • Capacity for two-way “chat” texting between WIC staff and participants. • Access to text history/previous messages to and from a specific user. • Capacity for inbound queries for possible new WIC enrollees. • Ability for texts to be translated into multiple languages. • Ability to interface with the WIC program Management Information System to pull appointment times to eliminate a manual process. • Bi-directional web to text and text to web interoperability. • 24/7 technical support. • Guaranteed secure service, data protection and compliance with federal and Vermont AHS HIPAA policies and procedures for incidental provision of unsolicited information by WIC participants. • Access to texting platform-generated data, reports, and resources through a secure administrative website, as requested by the State. • Training on texting platform to all individuals identified by the State.
