Specifications include, but are not limited to: Reviews of 3 Eminent Domain Appraisals – formal reviews of Appraisals performed by Chris Guinn, Street, Guinn Appraisers (hereafter referred to as Appraisal Contractor) in compliance with the Alaska Right-of-Way Manual, the Uniform Standards of Professional Appraisal Practice, Uniform Relocation Assistance and Real Property Acquisition Act (42 USC 4601-4655, 49 CFR Part 24, especially but not limited to sections on valuations, review, and Appendix A), and applicable Alaska statutes and regulations.; o For each, Review Appraiser shall: perform formal, compliant Appraisal Reviews; independently work with the Appraisal Contractor to produce compliant, credible, reliable Appraisals and complete Appraisal reports; inform client immediately upon discovery or anticipation that just compensation may approach the Second Appraisal threshold of <$1 Million for just compensation; complete, maintain, and submit: • Narrative Appraisal Checklist Form 25A-R510; • Review (Appraisal Contractor’s) Appraiser's Determination of Just Compensation Form 25A-R505, including calculations of the recommended compensation to extinguish the remaining fee simple interest under any existing PLOs/easements where applicable; and • confidential work file including Reviewer’s notes, final Appraisal, and appropriate supporting documentation, all communications with the Appraisal Contractor, the Department, and others concerning the Appraisal, etc.; o Offeror shall provide a bid and approximate timeline to conduct this work for each Appraisal report.
