Specifications include, but are not limited to: The scope of services for which the respondent must be qualified and prepared to provide shall include, but not be limited to HVAC diagnostics, evaluation, installation, uninstallation, materials disposal, and repair services. 15 All CDBG related projects follow standard permitting and inspection processes. All contractors must be registered with the City. The City will waive permitting fees; however, annual contractor registration fees will still apply. The contractor registration fees are an annual fee for all contracts who plan to obtain permits from the City. The fee is $50.00 annually and additional information at http://www.cityofallen.org/922/Permit-ContractorForms. The Building Inspections department is located at 1st Floor City Hall, 305 Century Parkway, Allen, TX 75013. The contractor registration is separate and unrelated to any vendor application sent to the Purchasing department for payment processing. It is also separate and unrelated to any registration to the eBid site (Ionwave) for bidding purposes. The City has a net-30 payment policy upon receipt of the final invoice and homeowner’s acceptance of work. A summary of the process is as follows: 1. Homeowner contacts City Staff, who then verifies the homeowner’s income and other qualification criteria. 2. City Staff will then reach out to a HVAC contractor. Pre-approved contractors will be rotated on an on-going basis to ensure all pre-approved contractors receive equal amounts of work. Disclaimer: These projects are considered urgent in nature and should be addressed as expediently as possible. If a contractor’s workload does not allow them to perform the work within a 3-day period, then City Staff reserves the right to move to another contractor on the list. 3. The selected contractor will visit the site and confirm a final estimate for the job. If it is anticipated that the work will exceed $10,000, then the City will facilitate an agreement with the homeowner to pay the difference or seek an alternative repair within the City’s $10,000 limitations. 4. The homeowner and contractor will be required to sign the City’s Homeowner/Contractor Construction Agreement prior to the start of work. a. In addition to the manufacturers warranty the bidder shall honor a labor warranty period of two (2) years for all heating, air-conditioning, and ventilation delivery systems. 5. The work is carried out by the contractor and all required inspections are conducted. Upon receiving the green tag from the homeowner indicating that the unit has passed inspection, City Staff will initiate the signing of the homeowner’s final acceptance of the work. Once that is signed, then the contractor is free to submit invoices. 6. Invoices are paid net-30 from the date receipted.
