Specifications include, but are not limited to: 3.1.1.1 Permanent Mobility Impaired Parking Placards colors must be background in pantone 293 blue, ISA symbol is to be in white, lettering is to be white, expiration date is to be in black, and placard number is to be in black.; 3.1.1.2 Permanent Mobility Impaired Parking Placards numbering must be serially numbered identically on both sides beginning with P700001. 1 (one) capital alpha character “P” and 6 (six) numerical characters following i.e., P7000001. The expiration field is to be left blank.; 3.1.1.3 Permanent Mobility Impaired Parking Placards Size must be 3 ½ inches wide by 9 ¼ inches long.; 3.1.1.4 Permanent Mobility Impaired Parking Placards material must be high-low density .023 Polyethylene, guaranteed to absorb no moisture, smooth 100 grain to prevent smearing or peeling of the printed design.; 3.1.1.5 Permanent Mobility Impaired Parking Placards must be printed according to specifications contained in Exhibit C. Finished product must be exact in content, size, and color.; 3.1.1.6 Permanent Mobility Impaired Parking Placards will be packaged 1000 per box, shrink wrapped in packs of 100.; 3.1.1.7 Vendor must deliver three hundred thousand (300,000) Permanent Mobility Impaired Parking Placards. Overruns or underruns will not be accepted.; 3.1.1.8 A finished product sample or a detailed color sample on quality paper, must be submitted with the bid. Once awarded, an actual placard must be sent to Georgina Davis at WV DMV, 5707 MacCorkle Avenue, S.E., Suite 50, Charleston WV 25304 for review before order is processed.; 3.1.1.9 Permanent Mobility Impaired Parking Placards must meet Code of Federal Regulation, Title 23 Highways, Part 1235- Uniform System for Parking for persons with disabilities guidelines for States to establish a uniform system for Handicapped Parking, contained in Exhibit B.
