Specifications include, but are not limited to: 1. The Contractor shall be allowed to construct haul roads on the Interstate right-of-way for access along the project within the Interstate right-of-way. These haul roads shall be located along the right-of-way fence in both directions. No haul roads will be allowed in the median past the centerline of the median adjacent to the work. The Contractor shall be required to meet the following requirements regarding the construction of haul roads: a. Maintain existing drainage ways across haul roads. b. Do not disturb established trees and other plantings. c. Do not disturb delineated wetlands. d. When the haul road(s) is no longer needed, the Contractor shall restore the impacted right-of-way to its pre-construction condition by re-grading and reseeding, as directed by the Engineer. e. The Contractor shall be required to meet the requirements of Subsection 107.14 in the Standard Specifications with regards to the use of county roads for access to the project. f. All costs associated with the construction, maintenance and restoration of any haul road(s), and the restoration of county roads used for access, shall be at no cost to the Department. 2. The Contractor shall be allowed two fence openings in the right-of-way fence for access to the project in both the eastbound and westbound direction for the duration of the project. It will be the Contractor’s responsibility to determine the location of these fence openings. Fence openings shall be approved by the Engineer subject to the following conditions: a. At each fence opening, the Contractor shall provide adequate bracing on each side of the opening to prevent loss of tension in the remaining fence. A gate shall be maintained at each opening which shall always be closed and locked when the fence opening is not in use. The Contractor shall provide the project manager with the name(s) and telephone number(s) of those individuals responsible for the closure and locking of the gate when not in use. When no longer needed, the Contractor shall restore the fence to its original condition. b. The location of fence openings shall not impact existing trees or other plantings, shall not impact drainage and shall not disturb existing delineated wetlands. c. No active fence openings shall be allowed on the same side interstate traffic is on in the head-to-head configuration. d. All costs associated with the construction, maintenance and restoration of the fence openings shall be at no cost to the Department.
