Specifications include, but are not limited to: a. Active GPS Tracking Unit must be the latest technology available from the manufacturer of the equipment and must be certified that the equipment presented to BCDC is new and is the manufacturer’s latest model. Throughout the life of the contract, the Provider shall provide BCDC with the latest equipment model.; b. If the Provider is not the manufacturer of the equipment to be used in this contract, then, the Provider shall insure that the equipment is under warranty and obtain maintenance agreements with the manufacturer to repair its equipment at no additional expense to BCDC.; c. In the event that an inmate destroys or loses EM equipment, the Provider shall include on the price sheet, a line indicating the insurance BCFC should carry on the life of the contract. The Provider shall include a quote for the replacement value.; d. Proposal must include a one-piece, single-body worn device to BCDC.; e. Equipment shall be upgradeable and made available to BCDC with all new revisions, as they become available, at no cost to BCDC.; f. Proposal must include equipment specifications literature and warranty information from the manufacturer.; g. The active GPS unit must weigh less than 24 ounces.; h. The unit must not pose a safety hazard to the offender or others.; i. The unit must record GPS location points at a minimum of once every 20 seconds, regardless of violation status.; j. The unit must record client violations and changes in monitoring status. All recorded events must be time and date stamped.; k. The unit must transmit data, including client’s monitoring status and GPS tracking points, via wireless networks to a central host system operated by the Provider.; l. The GPS tracking unit must have the ability to roam on wireless networks other than those of the primary wireless provider. This ability must be built-in to the unit and must not require swapping out components or sim cards.; m. The tracking unit must have the ability to be located on demand by BCDC or assigned personnel. Agency personnel must be able to utilize this feature through web-based GPS tracking software. This feature must provide up-to-date, on demand tracking, mapping, and location data within three (3) minutes unless wireless coverage is unavailable.; n. Once BCDC personnel have set perimeters via software to establish schedule and zone restrictions, settings must be stored on the GPS tracking unit and on the central host system simultaneously. The GPS tracking unit must independently verify and record parameter compliance/violations without further communications with the central host system.; o. Tracking unit must communicate to the offenders unit by audible alerts and vibration.
