Specifications include, but are not limited to: Carver County seeks to engage a qualified Contractor who can measure, qualify, design, supply and install a Class “A” BDA/DAS system in which the Class A amplifiers shall be capable of supporting the bands and channels authorized utilized by T-Mobile and Verizon. This system would consider and complement an AT&T/FirstNet “small cell” improvement which was completed in December of 2021. With thatsolution, AT&T/FirstNet traffic is transported, from AT&T wireless facilities, into the Justice Center via fiber optic cable and then distributed to selective locations wirelessly inside the Sheriff’s Office, lower level of the Justice Center, and the tunnel between the two buildings. Additionally, Verizon currently operates a leased cell site from the roof of the Social Services(602) building with directional antennasfacing West. The new system must not interfere with either the existing AT&T small cell, the ARMER BDA, nor the Verizon leased site currently installed on the CCGC campus. To work properly, the systems must: 2.2.1. Account for the amount of macro site signal reaching the building both outdoors and indoors; 2.2.2. Account for the bands and specific frequencies requiring enhancement over the life of the installation and maintenance terms; 2.2.3. Limit power levels to prevent self-oscillation and/or oscillation between more than one system or carrier where they exist; and 2.2.4. Be properly maintained to continue to enhance the spectrum of interest which may be dynamic for various macros system operators. 2.2.5. Be capable of remote monitoring by the Contractor subject to terms of a separate remote access agreement via the County’s IP network if this option is selected by the County.
