Specifications include, but are not limited to: This scope of work focuses on delivering services for the State of Kansas’ Individual Learning Recovery Grant Program. The intent of this program is to uplift Kansas families and facilitate educational opportunities for eligible Kansas students grades K-12. The State seeks respondents with the capacity to provide the administrative, technological, and programmatic components required to implement the Individual Learning Recovery Grant Program. Program design could be comprised of an online platform allowing grant recipients to purchase items such as school supplies, digital curriculum, technological devices, and tutoring services. If tutoring services are available via the respondent’s platform, specific information regarding whether tutoring is in person or online as well as how tutoring providers affiliate with the program should be included in the proposal. Applicants should provide a detailed summary of program design including descriptions of the goods and services that could be provided. Submissions should also detail how the Respondents programmatic design and available items assist the State of Kansas in reaching their goal of increasing educational opportunities for grant recipients. Interested parties may propose a turnkey solution for the Individual Learning Recovery Grant Program or submit proposals to provide portions of the program. In addition to an online platform, the State seeks a vendor with the ability to outreach and onboard service providers to ensure the individual educational needs of grant recipients can be met through the products and services offered. Respondents should provide a detailed summary of their strategies for system and program maintenance, oversight, and customer service as well any additional methodologies that will be implemented to ensure that grant recipients are satisfied with the program. Information regarding the process by which the network of providers will be established, as well as the mechanisms that will be utilized to market the program to students, families, and educators, should also be included in the proposal. Submitted proposals should include detailed justification of the Respondents ability to successfully assist Kansas students and their families and describe how their product serves to meet all goals mentioned above. Additionally, Respondents should submit proposals that include a sum for initial program set up as well as application fees, reimbursement fees per account creation, and the anticipated total for contract administration cost.
