Specifications include, but are not limited to: A. The Respondent shall provide the services in accordance with all applicable federal and state laws, including all constitutional, legal, and court ordered requirements, whether now in effect or hereafter effected or implemented. Respondent shall comply with federal, state, and Department safety requirements and reporting procedures. Respondent's policies shall be in accordance with all laws, policies, regulations, and standards that guide the Department during the term of the Contract. B. The service will be provided to assist TJJD employees, their families, or household members, in dealing with problems associated with, but not limited to, alcohol or drug dependency; mental and emotional health; financial burdens; legal; martial and family problems; work related stress; and career counseling at no cost to the participants or the participant's insurance carrier. C. The Contract or purchase order executed as a result of the award of this solicitation will be a binding contractual document between the State and the Service Provider. D. The EAP will be a resource for participants with personal problems which may affect employee job performance and/or work behaviors. The EAP is provided as a resource to participants for selfreferral to address their concerns and problems. The program should provide guidance and counseling to help employees overcome their problems and restore them to full job effectiveness. The EAP Service Provider must be able to provide a broad scope of services to include short-term counseling, treatment, and/or referral for all participants. Due to the nature of TJJD employee assigned duties/job tasks many of our employees sometimes work in highly stressful environments and the need for support can be very immediate – for short and long terms. Direct services to participants will include: 1. a twenty-four (24)-hour toll-free "helpline" staffed with trained counselors and the availability of a minimum of six (6) counseling sessions per incident or problem per Contract year; and 2. direct services to teenage participants will include a 24-hour toll-free "Teen Helpline", staffed with trained counselors and the availability of a minimum of six (6) counseling sessions per incident or problem per Contract year. 3. other services will include conducting information and/or education with TJJD staff and providing pamphlets, brochures, wallet cards, posters, webinars and videos to inform and educate all employees about the EAP. Detailed descriptions of services are located in the EAP Service Requirements Section. 4. geographic Area of Services: Services will be available to all participants throughout the state at locations convenient to and easily accessible by the participants. 5. required service delivery locations statewide for all TJJD facilities, halfway houses, and district offices, are listed on Attachment 1, Service Delivery Area locations. A required location not listed on Attachment 1 is 1711 San Jacinto Blvd, Suite 120, Austin Texas 78701. Number of participants is based on an employee population of approximately two thousand eight hundred (2,800) family or household members.
