Specifications include, but are not limited to: Work under this project consists of designing and preparing construction bid documents for the “ERWWTF UV and Washwater Improvements” project. AWWU reserves the option to amend the contract to include construction management and inspection services. Proposers are encouraged to provide an overview of their capacity to provide construction management and inspection services; however, evaluation of this RFP will be based solely on the design through construction bidding support phases. Although adequate funding is expected for the planned schedule, project funding constraints and task elements may require a phased implementation, value engineering, or similar approach. The following tasks have been identified and recommended in the 2021 ERWWTF Facility Plan, which has been included in this RFP as Attachment 3. Task 1 – UV System Improvements The UV system was installed in 2009 and consists of two channels with two UV banks each. The building was designed with a center channel, which is currently unused, for future expansion. Recent changes in the facility’s APDES permit have lowered the fecal coliform limits and increased the required UV dosage for adequate disinfection. At peak flow, all four UV banks are needed which leaves the facility susceptible to exceeding permit limits if only one UV Channel was available due to maintenance requirements or an equipment failure. In addition, the facility plan identified some corrosion to submerged metal components and areas where submerged concrete is showing material loss. The focus of this task would be to select and design recommended upgrades the UV system to provide reliable capacity for current and future anticipated flows, including recommended rehabilitation to associated concrete and metal components.
