Specifications include, but are not limited to: E-Filing Requirements 1. System must allow registration of companies by external or internal users and PSC staff. Users must list the company/companies they represent. For users with multiple companies, the system must allow the user to select the correct company to be listed on each docket filing and service list (i.e., law firms filing dockets/reports on behalf of multiple utility clients). a. Accounts in the system must be limited to a specific individual. b. System must validate the account is associated with an individual in order to complete registration. c. System must support the use of multi-factor authentication for accounts to access the application. d. System must adhere to State of Delaware policies for application accounts and passwords. (Standards and Policies - Department of Technology & Information (DTI) - State of Delaware) 2. System must allow internal and external users to file new docket applications. Required fields include filing date, utility type, docket type, docket sub type, utility company name, caption (formal description of the docket application), associated docket, and appeal number. 3. System must allow internal and external users to file non-docketed reports. Required fields include utility name, utility type, report type, report category, report description. 4. System must automatically generate a unique docket number when a docket is filed in the format YYXXXX (where “YY” is the last two digits of the current year and “XXXX” is a sequential number beginning with 0001) and generate unique numbers for reports, orders, and invoices in formats defined by PSC Staff. 5. System must track docket/report statuses such as open, unassigned, assigned and closed. 6. System must generate the following sheet for a Docket or Report: docket/report number, filed by (username), filed on behalf of (utility company name), date filed/opened, PSC Staff member assigned to the docket, utility type, company name, docket type and docket status (“open”, “closed”). a. A Docket Sheet should provide a link to individual documents and include details about each document filed including document type, filing date, filed by person, filing company, description of document and security level of document. b. The List of documents must be numbered. c. Some fields (i.e., docket status, staff assignment) must be viewable only by PSC Staff. 7. System must allow internal and external users to attach subsequent documents to a previously filed dockets/reports. 8. System must create a date and time stamp for each document filed in a docket and for report filings. 9. System must have the ability to provide various security levels to each document filed (i.e., public, confidential, staff, staff/DPA) and to control access to documents based on security level. a. All PSC Staff can view all documents filed in reports and dockets including public, confidential, PSC Staff, and PSC Staff/DPA documents. b. All employees of the DPA can view public documents, confidential, and PSC Staff/DPA documents.
