Specifications include, but are not limited to: operate the Emergency Food Assistance Program (EFAP) for the State of Hawaii, subject to the approval of the State biennium budget (HB 1600 CD1) and availability of federal funding.; 1. Public or Nonprofit Organizations (herein referred to as “ERAs”) that provide nutrition assistance to low-income Americans, either through the distribution of food for home use or the preparation of meals, may receive food as local agencies. They must also meet the following criteria: a. Organizations that distribute food for home use must determine household eligibility by applying income standards set by OCS; b. Organizations that provide prepared meals must demonstrate that they serve predominately low-income persons.; 2. Households that meet OCS eligibility criteria may receive food for home use.; 3. Recipients of prepared meals are considered to be low-income and do not need to show verification.
