Specifications include, but are not limited to: The West Virginia Purchasing Division is soliciting bids on behalf of the West Virginia Department of Environmental Protection to establish an agency wide open-end contract for the repair of agency owned Unmanned Aerial Systems as outlined in the specifications.; 4.1.1 Maintenance and Repair Service – This contract shall provide for all labor, materials, equipment, supplies, and incidentals required to repair all types of UAS.; 4.1.1.1 Vendor must perform a diagnostic evaluation upon receipt of the UAS.; 4.1.1.2 Vendor must send a detailed evaluation report and price quote (including freight charges) within five (5) working days of receipt of the UAS via email to WV DEP point of contact. WVDEP will provide a decision on the repair within five (5) working days.; 4.1.1.3 Vendor shall only perform repairs based on approval received from WV DEP. If the vendor determines that the repair cannot be completed within the 15-calendar day timeframe, the vendor must notify the DEP Point of Contact of the reason for review/approval. The delay in performing the repairs should be brought to the DEP Point of Contacts attention as soon as the vendor is made aware of the delay.; 4.1.1.4 Vendor must return all repaired instruments with a calibration report to confirm that system parameters meet factory specifications.; 4.1.1.5 Repair service will be compensated at an hourly rate. Contract hours will be estimated by WV DEP.; 4.1.1.6 All repair services must have a minimum ninety (90) day manufacturer’s warranty on labor.; 4.1.1.7 Vendor must have the ability to respond by phone or email within twenty-four (24) hours upon receipt of order.; 4.1.2 Parts: 4.1.2.1 All replacement parts used in the repair must be new OEM factory authorized parts, unless pre-approved by WV DEP.; 4.1.2.6 All replacement parts must have a minimum ninety (90) day manufacturer’s warranty. – see comment above; 4.1.2.7 Parts will be paid at cost plus mark-up. Vendor should provide the mark-up in terms of a decimal multiplier, as per the following example: Place decimal point in front of percentage digits to add to one (1). Vendor should then multiply their multiplier by the parts cost estimated by the WV DEP to arrive at the total for parts. The parts cost is only an estimate used for evaluating bids. No guaranteed quantity of requested parts is assumed, provided, or implied.
