Specifications include, but are not limited to: The City of Hot Springs, Arkansas, on behalf of Sports Recreation, is accepting bids for nightly security patrol services at Kimery Park. The City of Hot Springs, Sports Recreation Department offers a wide variety of sports recreation services and programs. The City strives to offer progressive and traditional programs that are managed at a high level of professionalism and quality. Security services under the sports recreation program included patrolling, ejecting after-hours trespassers, and documenting graffiti, vandalism, and patrol activity. The service contract will encompass all of Kimery Park, including four (4) softball fields, a soccer field, and tennis courts. The term of the contract shall be one (1) year from the date of award and subject to extension for four (4) additional one-year terms, with any extension to be mutually agreed upon by the City and the Contractor. Park Security Patrol Service Specifications: Nightly patrol hours shall be six (6) hours per night and not exceed forty-two (42) hours per week unless by written City authorization. Park patrol hours shall be established by the Sports Recreation or Public Works Department staff (beginning at 11 PM and ending at 5 AM) All park patrol officers shall be licensed by the Arkansas Board of Private Investigative and Private Security and have a valid Arkansas Driver's License. Information shall be provided to the City with submittal documents Park patrol officers shall be equipped with industry-standard personal protective equipment for nighttime patrol Daily Activity Report shall include location, condition (e.g. unlocked building door), after-hour contact with trespasser's vehicle and trespasser ejections, vandalism, and damage. Nonfunctioning park equipment such as night lights, sprinklers, door locks, etc., should also be reported. A sample of a Daily Activity Report is required with submittal documents Services Shall Include (but not be limited): Securing gates, securing restrooms, securing and checking fields as needed The contractor shall send a weekly work schedule to Sports Recreation, checking in at the beginning and end of their patrol shift Unlocking gates at the end of nightly patrol work shift, if requested Ejecting unauthorized vehicles and responding to calls for service for limited after-hour special events Providing the City with nightly patrol reports (Daily Activity Report) that document with text and photographs: patrol activities, vandalism, ejections, and other after-hour problems Document theft, attempted theft, break-ins, and arson Document any negative interaction with the public and contact Sports Recreation and Hot Springs Police for assistance if an uncooperative trespasser is encountered Use a clearly marked uniform and security vehicle
