Specifications include, but are not limited to: Deliverable One:Guidance on verifying compliance of filed insurance policy forms to ensurecompliance with statutes, rules, and State guidance. The work will include:2.1.1.1.Assessment of the impact of approval of “major medical GAP” plans (limited wrap-aroundcoverage as defined in 45 CFR § 146.145 - Special rules relating to group health plans) on thevarious fully-insured market segments, including preparing and reviewing questions andanswers to System for Electronic Rate and Form Filing (SERFF) filings. If necessary,recommendations about whether changes to the regulatory structure are necessary in Vermontand what changes might assist in regulating these plans.2.1.1.2.Providing guidance and feedback to the State on how to complete thorough and consistentform review, including avoiding approval of non-compliant policy forms, using outdated orinaccurate information, improperly analyzing information, and eliminating errors andinefficiencies caused by manual review.2.1.1.3.Development of a checklist for health insurance issuers to use when filing to help identifypossible compliance issues.2.1.2.Deliverable Two:Mental health and substance abuse services best practices and regulatory legaland policy analysis. The work will include:2.1.2.1.Review of recently submitted policy forms to assess regulatory compliance, includingcompliance for non-quantitative treatment limitation requirements of the federal Mental HealthParity and Addiction Equity Act of 2008 (MHPAEA) and 8 V.S.A. § 4089b, as well asconsistency with NAIC guidance
