Specifications include, but are not limited to: Vermont’s Department of Environmental Conservation (DEC) seeks proposals for a contractor to survey and develop these service line inventories at selected small community public water systems (serving less than 1000 people). The purpose of the surveys is to identify all known and unknown service line material, both on the water system owned side and the customer owned side, to assist water systems in meeting the Lead and Copper Rule Revision compliance directives by the necessary date.; The water systems selected for this project will be required to work with the contractor to help make the program successful. The contractor must contact each of the selected water systems to schedule site visits and coordination of research for the inventory and replacement plan.; The following provides specifics regarding each task.; Task 1 – Record Review: • Meet with water system personnel, review all water system documents for details on service lines; • Do external review of any available documentation (Town Clerk, WW files, plumber contacts, etc.); Task 2 – Visual Inspection: • Data collection of homeowner side of service line via landowner survey; • Visual inspection of homeowner side of service line; Task 3 – Develop Service Line Inventory and Replacement Plan: • Using state developed spreadsheet, inventory each service line individually, and develop the lead service line replacement plan
