All correspondence must be made through the Vendor Portal. Specifications include, but are not limited to: 1. Supervisor Contractor shall provide, or serve as a Supervisor, with the following authority: • Ensure that all security patrols and posts are staffed according to the required specifications. • Replace LPSOs (“Lead Private Security Officer”) and PSOs (“Private Security Officer”) with other personnel, if requested by County. • Assure that all LPSOs and PSOs are in proper uniform and properly equipped. • Act as a liaison between Contractor and County. • Supervisor shall report to the Facility Director or his/her representative. 2. Lead Private Security Officer (LPSO) LPSOs must be fully trained and have a minimum of five (5) years’ experience supervising large security workforces. The LPSO shall oversee and manage the day-to-day operations of Contractor’s PSOs, unless otherwise directed by County. The LPSO shall supervise the PSOs and be responsible for overall quality control of the PSO program. LPSOs shall coordinate daily activities for all PSOs, including, but not limited to: • Ensure that all security patrols and posts are staffed according to the required specifications. • Assure that all PSOs are in proper uniform and properly equipped. • Provide direct supervision for the daily work of the PSOs. • Schedule appropriate breaks for PSOs. • Act as a liaison between Contractor and County. 3. Private Security Officer (PSO) Security coverage needs will vary from time to time. As such, Contractor may be required to increase or decrease the amount of security coverage by providing County with additional PSOs or by eliminating PSO positions. County shall supply Contractor with facility orders, standard operating procedures, and expected protocols for each Facility. It is understood by Contractor that all duties required of the PSOs shall generally include providing for the safety and security of various County buildings (including County buildings not specified in this RFP 22071), grounds, employees, and the general public, as well as Courthouse judiciary, jurors, elected officials, witnesses, defendants, and attorneys. The following indicates the general nature of the PSO duties that are required to meet County’s security needs, but is not intended to be all-inclusive: • Entrance Control: The PSO shall operate all security screening equipment and the checking of such items as handbags, briefcases, backpacks, packages, baby carriages, and wheelchairs, to detect weapons or contraband at Courthouse, and also at Expo Idaho as directed by Expo Idaho Security Director. • Roving Patrol: The PSO shall patrol County buildings and grounds, in accordance with routes and schedules provided by County. • Posts: The PSO shall maintain stationary posts. This may include monitoring closed circuit television, duress alarm systems, or other electronic equipment.
