Specifications include, but are not limited to: This project will construct a new rural roadway to provide secondary access that will provide connectivity for emergency response and evacuation in the Chugiak and Eagle River area. The Mountain Road segment connects Hickling Circle to Sleepy Circle as shown in Attachment B.; Improvements are expected to include a strip-paved road with open ditches and culverts.; The project will be designed using Municipal design criteria.; Scope of Professional Services: 1. Preliminary engineering investigations which may include, but not be limited to design surveys, geotechnical investigation, utility research and drainage study development.; 2. Preparation of a design study report that evaluates the site conditions and presents recommendations on roadway construction and drainage improvements. The study will also address construction cost estimates, permitting requirements, right-of-way requirements and utility conflicts.; 3. Implementation of a public participation process to inform and involve affected residents and property owners. The following tasks may be included in the contract, or issued as part of an amendment: 4. Preparation of preliminary and final plans, specifications, estimates, bidding documents and bid-phase support.; 5. Development of utility conflict reports and relocation agreements.; 6. Development of right-of-way documents and provision of technical support during acquisitions.; 7. Construction inspection and/or engineering support services.
