Specifications include, but are not limited to: 1) Develop a project schedule, identifying key tasks, completion dates, and specific deliverables needed from the City; 2) Review the City’s planning and development projections, including discussions with the City’s staff as appropriate to complete project tasks; 3) Review the City’s infrastructure and other capital needs, to include, but not limited to: Areas of current Impact and Capacity Fees and any potential future areas (including but not limited to parks and recreation, drainage, storm water management (and related credits), street, water, wastewater collection and treatment, police, fire, library, etc..). Including utilizing any master plans, rate studies, or other model based projections and discussions with the City’s staff as appropriate; 4) Create the Impact Fee Land Use Assumptions for the City’s infrastructure, to include, but not limited to: Areas of current Impact and Capacity Fees and any potential future areas (including but not limited to parks and recreation, storm water management (and related credits), drainage, street, water, wastewater collection and treatment, police, fire, library, etc.). ; 5) Analyze industry level of service; 6) Update an Impact Fee Capital Plan for the City’s infrastructure, to include, but not limited to : Areas of current Impact and Capacity Fees and any potential future areas (including but not limited to parks and recreation, drainage, storm water management (and related credits), street, water, wastewater collection and treatment, police, fire, library, etc.); 7) Analysis of other funding sources and relationships with/to Impact and Capacity Fees. 8) Review and assess legislative requirements to determine any consequences on the City’s Impact and Capacity Fee development and implementation in consultation with City’s Legal Department; 9) Participate in all public meetings including all required public hearings for the City’s Impact and Capacity Fee Adoption and Implementation; 10) Assist in the development and preparation of public notices and news releases; o Provide options for waivers or discounts related to affordable housing developments; 11) Prepare the City’s Impact and Capacity Fee Ordinance for the Council’s consideration and adoption; 12) Provide all services and deliverables in accordance with all applicable state laws, regulations and other governing requirements.
