Specifications include, but are not limited to: The City of Dover intends to complete a community-wide visioning process to be included as part of its comprehensive master planning process, with an anticipated timeline of completion of no longer than 8 months. The visioning process must include extensive, diverse, and effective engagement of the public including, underserved populations, and other key stakeholders within the community. The intended visioning process outcomes include: • Identifying and analyzing emerging trends and community issues. • Articulation of core community values. • Review and possible update of a “core-values” statement. • Development of a general community-wide vision based on the community’s identified core values. • Creation of a scope of work to incorporate the visioning process into the comprehensive master planning process in order to implement the vision and define a method to revisit and update the vision and overall master plan. The community is looking for a consultant team with sufficient experience to work quickly in a collaborative framework with other team members, the public, citizen committees, business and industry representatives, service clubs, non-profit organizations, and school and city elected officials and staff. The consultant team is expected to have experience in public outreach and gaining public input from a diverse population.
