Specifications include, but are not limited to: GRANT CONSULTING AND COMMUNICATIONS • Provide support for strategic planning and coordination of ARPA efforts, including recommending an application process and ranking process to city council for approval. • Develop and implement strategies designated to maximize federal and state assistance, including leveraging other grant funding opportunities. • Create synergies with local communities and key local stakeholders for consistency in administration of American Rescue Plan Act funding. Stakeholders may include the City of Hutchinson Housing Commission and local nonprofits. • Participate in meetings with stakeholders to gain insight into best way to utilize and distribute funds. • Provide City Staff with regular updates. GRANT APPLICATION AND CUSTOMER SUPPORT • Advertise and communicate to the public regarding the grant application process and end results to increase transparency. • Resolve any requests for information, clarification, eligibility, and technical assistance to applicants. • Streamline reporting process to ensure continued compliance and provide post-award grant administration • Review and assist with processing payment requests, determining allowable costs, with scope of review and assistance to be set by City GRANT MONITORING (Not to be included in Total contract amount not to exceed price) • To be negotiated with vendor as needed depending on number of awards and subrecipients. • Depending on the number of awards, the city may require assistance with payment requests. It may include: o Training for sub-recipients on how to submit receipts and documentation for compliance and payment, o Receiving payment requests, o Reviewing payment requests receipts for eligibility and compliance. This may be limited to a specific category such as childcare. City staff would provide oversight and guidance to determine eligibility and compliance.
