Specifications include, but are not limited to: • Civil Litigation Division and Natural Resources Division – the attorneys represent the state and state agencies and officials in legal actions, including administrative and enforcement hearings, state court lawsuits, federal court lawsuits, and appeals. The attorneys handle cases ranging from challenges to the constitutionality of state laws to protecting the state's natural resources from federal overreach. They handle approximately 3,000 cases per year combined.; • Consumer Protection and Antitrust Division (CPAT) – enforces the state’s consumer fraud and “Do Not Call” laws, investigates and prosecutes consumer fraud cases, and enforces the state’s antitrust statutes. This division process’ approximately 2,000 consumer complaints per year.; • Special Prosecutions Unit (SPU) f/k/a Criminal and Regulatory Division – the attorneys provide assistance to the county state’s attorneys in prosecuting major crimes or on cases where a conflict of interest exists. They defended the state against 13 habeas cases filed in district court last biennium (2019-2021). This division prosecutes between 150 and 200 criminal and drug related cases per biennium.; • State and Local Government Division – provides general counsel legal services to more than 70 state agencies, boards, and commissions. They are responsible for drafting opinions (approximately 15-20 per year), negotiates and reviews contracts involving state entities, reviews all administrative rules adopted by state agencies, and assists client agencies by drafting bills and amendments, explaining the ramifications of proposed legislation, and testifying before legislative committees. This division has approximately 13 subject matter portfolios.; • Medicaid Fraud Control Unit (MFCU) – investigates and prosecutes health care providers who defraud the ND Medicaid Program and who abuse, neglect, or financially exploit a patient in any facility that accepts Medicaid funds. The MFCU has statewide jurisdiction to prosecute offender criminally or file civil actions.
