Specifications include, but are not limited to: Operate and maintain its transit services. A. The Regional Transportation Commission of Southern Nevada (RTC) is a regional entity that oversees public transportation, traffic management, roadway design and construction funding, and transportation planning for Southern Nevada. The RTC purchasing procedures are governed by the Nevada Revised Statutes and by various Federal statutes and regulations, as administered by the Federal Transit Administration and the Federal Highway Administration. These require, among other things, that purchases be made according to approved plans and specifications, which become a part of any contract between the RTC and a Contractor under this Request for Proposals. B. The primary objective of this RFP is to select a qualified Contractor to provide transit service operations and maintenance for the RTC fixed route transit service, as it pertains to the needs of the Regional Transportation Commission of Southern Nevada. The Transit service will be operated out of the Integrated Bus Maintenance Facility (IBMF) and the Sunset Maintenance Facility (SMF). C. Two separate contract operators, Keolis Transit America and MV Transportation, currently provide RTC’s transit system services. Amalgamated Transit Union, Local 1637 and the Teamsters Union, Local 631 (MV only), represent employees of the companies. Contractors operate from both bus maintenance and operations facilities. MV Transportation operates at the IBMF and Keolis operates North America at the SMF. MV Transportation operates RTC Specialized services (paratransit and senior transportation), under a separate agreement.
