Specifications include, but are not limited to: A. Task 1 – Review of Documents and Kick-Off: The CIC Continuous Improvement Committee (“CIC”) may identify and provide additional documents for review. The purpose of the WTDB CIC is to assess the public workforce system. The comprehensive assessment focuses on: (a) Advancing racial justice, equity, diversity and inclusion through the programs and services delivered through the public workforce system; (b) Aligning state and local efforts to improve the public workforce system in this state; (c) Supporting improvements that create a more comprehensive public workforce system; (d) Providing quality employment experiences and equitable outcomes for job seekers and businesses participating in workforce programs; (e) Improving the quality of workforce resources, programs and services made available through the public workforce system and the transparency of information regarding performance metrics and outcomes related to those resources, programs and services; B. Task 2 – Conduct 2022 Future Ready Oregon Consortia Facilitation and Development Project: Contractor shall launch the approved project plan, consistent with the Scope of Work, for the 2022-2023 Future Ready Oregon Consortia Facilitator to build the high-level architecture and design of each of the three statewide consortia (Healthcare, Advanced Manufacturing, and Information Technology).; Deliverables: Provide a virtual binder documenting each of the consortium-related success components identified above and any other critical components to be utilized in the development of the high-level design of each statewide consortium. Due by December 31, 2023.; C. Task 3 – Report Development: Contractor shall analyze information, seek additional information and begin development of recommendations for the semiannual reports. It is understood that the development of the final report will be informed by these reports and that it is an iterative process among members of the WTDB, Consortia, the awarded Contractor, and others.; Deliverables: First Semiannual Report, due by November 16, 2022. Second Semiannual Report, due by June 6, 2023.; D. Task 4 – Facilitate meetings of a WTDB work group to complete the 2023-2024 WTDB Strategic Plan.; Deliverables: Completed one-page WTDB 2023-2024 Strategic Plan, due by December 31, 2022.; E. Task 5 – Facilitate and Complete the high-level architecture and design of the statewide Healthcare Consortia, Advanced Manufacturing Consortia, and Information Technology Consortia.; Contractor shall execute the approved project plan to facilitate and lead the State Level Architecture and Design of the Healthcare, Advanced Manufacturing and Information Technology Consortia successfully.; Deliverables: WTDB Architecture and Design of Statewide Consortia standards in Healthcare, Advanced Manufacturing and Information Technology no later than June 30, 2023 or as mutually agreed to by HECC and contractor.
