Specifications include, but are not limited to: technical assistance to develop a methodology for andperformance of a life cycle analysis of greenhouse gas emissions from the use of energy in Vermont,including but not limited to electricity from fossil fuels, renewable sources (solar, wind, hydroelectric)and nuclear generation, liquid fuels including fossil and biofuels, gaseous fuels including fossil andrenewable fuels, and solid fuels including wood and other biomass.This analysis shall be composed of three elements:1)Identification of the life cycle components of the state’s energy sources;2)Determination of a life cycle emission factor for each energy source; and3)Determination of the mass (in CO2e2) of life cycle greenhouse gas emissions from each energysource in the list related to end use in Vermont.
