Specifications include, but are not limited to: • In-person site security risk assessment at Office of Administrative Hearings’ property (offices and hearing rooms) located at 550 W Seventh Avenue, Suite 1940, Anchorage, AK 99501.; • Telephonic/virtual security risk assessment in collaboration with the Juneau Site Manager for OAH property (offices and hearing rooms) physically located at 802 3rd Street, Suite 226, Douglas, AK 99824.; • Conduct interviews with personnel, as needed, to gain an understanding of property operations, population served, and existing security procedures to identify best practices related to creating a secure environment for OAH’s facilities.; o The examination of potential risks and threats from perspective of staff, guest, contractor, and case parties.; • Assessment of offices, hearing rooms, and conference spaces used by personnel, guests, contractors, and parties. This assessment will focus solely on provided floor plans of designated suites and respective to their geographic locations.; • Review of existing security directives and procedures.; • Review of physical security, operational security, and electronic security systems. These assessments will not include a review of fire protection systems, occupational safety, or computer/network (cyber) security.; • A proposed project schedule and project plan detailing specific tasks necessary to complete the scope of work.; • Submission of a comprehensive budget proposal that aligns with the timeline of expected project completion.; o OAH anticipates including a component into the contract for general technical assistance/consulting to support the facilities as needed as OAH implements security enhancement. The proposed budget should incorporate a line item for general technical assistance based on a certain number of hours per the terms of expected project completion.; • In-person site security risk assessment at Office of Administrative Hearings’ property located at 550 W Seventh Avenue, Suite 1940, Anchorage, AK 99501.; • Telephonic/virtual security risk assessment in collaboration with the Juneau Site Manager for OAH property physically located at 802 3rd Street, Suite 226, Douglas, AK 99824.; • Develop realistic action plans in the context of the Office of Administrative Hearings’ environment(s) and available resources in Anchorage and Juneau. Action plans will need to include projected capital and operating expense required, as well as an estimate level of effort and duration of effort. The action plan should also include a recommended implementation plan which includes solutions based on practicality and fiscal responsibility.; o Develop practical recommendations to mitigate or remediate any/each vulnerabilities identified.; o Specific recommendations for security enhancements based on best practices and Contractor’s experience and expertise.; o Recommendations categorized in general areas such as: Operational Security (policies and procedures, training, staffing, etc.), Architectural Security (doors, locks, lighting, signage, etc.), and Electronic Security (alarm systems, access control systems, video surveillance systems, etc.); o Prioritization of recommendations to allow immediate implementation of urgent and low-cost items, and longer-term implementation of items requiring a significant capital investment.; o Estimated potential costs for implementing each recommendation.
