Specifications include, but are not limited to: The County of Merrimack is seeking proposals from qualified, responsive vendors, to manage and oversee the daily operations of the Waste Water Treatment Facility located on the ‘North Campus’ in Boscawen, NH. This Request for Proposal will generate a contractual Agreement between the selected responsive responsible vendor and the County of Merrimack. Information regarding management practices and operational planning will be used as integral criteria of the review process and considered in the “Intent to Award.” The initial term of the agreement for services is for a three [3] year period with an effective date of 01 October 2022. Respondents should address the following processes as part of their proposal: • Management and oversight of the technical aspects of plant operations to ensure facility compliance with State and Federal regulations. • Daily testing and records of wastewater data. All tests will be conducted to ensure that the facility is compliant with EPA and NH Department of Environmental Services (DES) regulations. • Recording and proper filing of required DES documentation. All DES documentation, and submission of said documents, will be the responsibility of the Contractor. Records shall also be filed on-site for County access and review. • Perform all aspects of sampling, monitoring, and testing to remain within State and Federal compliance. • Coordinate with the Merrimack County Director of Facilities to prepare annual fiscal budgets, generate projections for applicable supply expenditures, allocate funding for necessary repairs, and recommend improvements to the Waste Water Treatment Facility. • Regular communication and reporting to the Merrimack County Facilities Department regarding any operational issues and coordinating with Merrimack County Facilities Staff to resolve any issues needing attention. • Attend meetings with the County Administrator and/or the Merrimack County Board of Commissioners when a request for facility upgrade is deemed necessary, or as required by the Director of Facilities.
