Specifications include, but are not limited to: a. Agency Compliance Support: • Closely coordinate with the Office of Accounts & Reports, and the central RO as needed, to provide technical assistance and overall compliance support, monitoring and guidance to key state agencies responsible for administering program funds; • Evaluate collected reports from state agencies for cost allowability trends or patterns and advise OAR of any associated compliance considerations or concerns; • Performance compliance and monitoring activities as directed by State and/or assigned agency or entity; b. Agency Coordination and Technical Assistance Support: • Support state agency efforts throughout the subaward lifecycle from program creation through closeout; • Integrate grants management best practices around subrecipient risk assessment, monitoring, and waste, fraud, and abuse prevention; • Facilitate program assessment including the establishment of output and outcome measures; • Integrate documentation and compliance fundamentals proactively into the grant implementation; • Provide a consistent conduit for centralized information gathering between the Recovery Office/DA and assigned agencies; c. Local Government Technical Assistance Support: • Closely coordinate with RO Local Government Coordinators to provide support as needed for Counties, Cities, and other Kansas ARPA Local Fiscal Recovery Fund direct recipients to ensure Local/State collaboration and federal funding use optimization; • Provide support as needed for RO Local Government Coordinators and Kansas ARPA Local Fiscal Recovery Fund direct recipients such as counties, cities, and non-entitlement jurisdictions to ensure accuracy, compliance and timeliness of program guidance, technical interpretations, communications, fund distributions, reporting, and program audit activities; d. Financial and Metric Reporting; Data Analysis: • Support federally mandated quarterly OIG reporting for CRF and ARPA State Fiscal Recovery Fund use; • Coordinate with various stakeholder agencies to develop and deploy a centralized reporting standard and data collection method for financial and metric data associated with use of ARPA State Fiscal Recovery Funds; • Provide ad-hoc analysis on CRF and ARPA fund by State agencies or in aggregate; • Support dashboard development and regular data feeds within defined categories for CRF and ARPA State Fiscal Recovery Funds; • Track agency allocations, burn rates, transfers and balances and provide a standardized report to OAR and/or RO leadership; e. Fiscal, Grant Management and/or Data Management Staff Augmentation: • Provide staff augmentation services to assigned State agencies on an as needed basis for Fiscal, grant management and administration, data management or administrative support; • Serve as a resource to the Office of Accounts and Reports in the implementation and roll-out of the e-Civis grant management solution
