Specifications include, but are not limited to: The State and SILC are seeking a contractor to establish a Support Service Provider (SSP) Program for individuals in Vermont who are deaf and blind as described in the Helen Keller National Center (HKNC) definition for dual sensory impairment. A person who qualified as having combined vision and hearing loss as indicated below: a. Has deafness, which is severe hearing loss that most speech cannot be understood with optimum amplification, or progressive hearing loss having a prognosis leading to the above condition; and b. Has legal blindness, which results from a central visual acuity of 20/200 or less in the better eye with corrective lenses, or a field loss such that the peripheral diameter of visual field subtends an angular distance of no greater than 20 degrees, or progressive visual loss with a prognosis leading to one or both of the above conditions.
