Specifications include, but are not limited to: Obtaining professional services support for upcoming negotiations with the Department of Health and Human Services for Facilities and Administrative Cost Rate Agreement. 3.1 Assist USD in all phases of the F&A rate calculations and negotiations that are currently due to be submitted to the Department of Health and Human Services (DHHS) on or before December 31, 2022. The focus of the contractor’s efforts should be on developing and maximizing an F&A rate for USD supportable in negotiations with DHHS. 3.1 Prepare a space survey for USD with assistance from USD. With the capping of administrative rates, space related costs represent the potential for increase. In order to support the rate, we will need a defensible space survey. The Contractor shall prepare and evaluate the survey to determine if it is adequate to support the rate calculation and negotiation. This task should be completed first in order to allow time to make corrections, if necessary. 3.2 The Contractor shall calculate the highest long-form F&A rates supportable by USD’s data. Particular attention is required for the treatment of unallowable costs, identification of cost sharing, the requirements for calculating departmental administration, and other items that DHHS considers high-risk items. USD staff is to be utilized to clarify any relevant issues. The rate calculation is based on final FY 2022 data. Electronic versions of financial and fixed inventory data for FY 2022 will be provided by USD. During the process of rate calculation, the Contractor may be required to visit with USD representatives in order to obtain clarifications and additional detail required to complete the calculation.
