Specifications include, but are not limited to: The State intends to make a noncompetitive purchase of services to assist with revision of the state’s Olmstead Plan. Assess the various systems of service provision for persons with disabilities; compile existing system assessments, service data, and other relevant available information that can be utilized to inform systems and services strengths and needs; identify gaps in information; conduct key informant interviews and focus groups to augment quantitative data; and synthesize all sources of information to identify systems strengths, needs, and challenges. Identify facilities or programs, directly or indirectly operated or financed by the state, that may place North Dakota at risk of Olmstead violations. Determine number of qualified individuals with unmet needs, not receiving services, and identify potential data sources that may exist to quantify and describe these populations. Describe the population of individuals who may be at risk of entering segregated settings or the criminal justice system incident to a lack of community-based services, system coordination barriers, or other issues. Review allocation of federal and state dollars and the degree to which these funds are spent in integrated or segregated settings, and identify instances where planning, service system design, funding choices, or service implementation practices may place the state at risk of Olmstead violations. Assess the state Home and Community Based Services (HCBS) Transition Plan under the Medicaid Settings Rule. Assess the alignment of North Dakota Department of Human Services (NDDHS) Medicaid waivers and state plan services with community integration goals. Assess current data capacities and available data to inform the development of programs and services. Provide a framework for plan development, implementation, and quality management, inclusive of recommendations with regard to consolidation or unification of the Settlement Agreement, Money Follows the Person (MFP), and other relevant initiatives within NDDHS.
