Specifications include, but are not limited to: To ensure long-term success, we need to evaluate existing tools, as well as engage with the end users of the MVI tool to ensure we develop the most useful and effective tool. At the outset of the project, the Project Team will review work completed to date by the state of Maine, state of California, Green Mountain Power, and the Vermont Department of Health. The Project Team will also review tools or vulnerability assessment methods that have been developed by Vermont’s Agency of Transportation, Agency of Commerce and Community Development, and Agency of Natural Resources. All data and information used in the MVI should be spatially located and presented, as it is in these tools. Having reviewed the existing tools, the Project Team will work with ANR staff and members of the Vermont Climate Council to plan for stakeholder engagement with the goals of understanding existing resources and gaps to inform the framework for the MVI tool. This should include specific engagement with frontline communities as that is critical to ensure the validity of this effort.
