Specifications include, but are not limited to: web-based service providing unlimited users the ability to send unlimited texts and voice messages via a WIC Notification System to a caseload of approximately 35,000.; Be web-based with no hardware or phone lines needed.; Messages have ability to be sent in various formats including voice, text, and e-mail. SMS texts will be submitted potentially every day. SMS texts are estimated to be 270,000/year and voice calls are estimated at 222,350/year. Voice solution auto calling service will be outbound calls only. Capabilities in terms of email will include, but not be limited to, appointment reminders, newsletters, release of information forms, and notifications.; Allow customization of email messages to deliver contact specific information.; Sends text messages through SMS not SMTP.; English, Spanish and Mandarin languages live auto translation are required although it is preferred to have auto translation functionality available for other languages.; Have automatic record purging (updating duplicate records and removing inactive contacts).; Ensure participant profile contains all previous messages.; 2-Way Chat built into program and does not require end-user to download applications to communicate, examples to include 3rd party software such as Google Chat, WhatsApp, and Skype. Based on the number of authorized users, there could be 250 concurrent users.; Daily automated report results available to designated users.; Ad Hoc reporting capabilities with ability to set automated frequency schedule.; Include Enterprise User Management to allow for multiple levels of access.; Allow educational campaign messaging such as weekly breastfeeding tips.; Ability to manually upload contact list via website.; Ability to transfer files through SFTP.; Allow users to Opt-Out or Opt-In for messages.; Allow Opt-In Text Message Advertising.; Include but not limited to automated messages based on file save and pre-set data/scheduling rules such as: appointment reminders, missed appointments, expiring benefits for both scheduled and walk-in clinics, nutrition education reminders and walk in clinics, closed clinic messages and unclaimed benefits messages.; Allow for automated State Level Outreach messaging.; Include automated responses based on wording.
