Specifications include, but are not limited to: Task 1 – Preparation: Hold discussions to increase DNRC personnel’s level of knowledge; Evaluate potential for operation of Project as a merchant generator.; Create technical data packets for prospective power purchasers; A non-Critical Energy Infrastructure Information (CEII) packet; A CEII packet; Create evaluation criteria for PPA proposals; Create comprehensive list of potential interested parties for PPA;; Task 2 – Power Sale: Using the list of potential interested parties for PPA created in Task 1, contact the organizations to determine qualifications and interest, sending the non-CEII data packet if requested. For all serious interested parties, who are qualified and sign a Non-Disclosure-Agreement (NDA), send a CEII data packet, if requested. Obtain initial terms of power purchase from parties. Working with DNRC and the interested parties, and using the evaluation criteria developed in Task 1, identify those offers that are most advantageous to DNRC and notify the balance that they are no longer being considered. Continue to work with DNRC and the remaining parties to identify the party most advantageous to DNRC to go to Task 3 Contract Negotiations with.; Task 3 – Contract Negotiations: Assist DNRC in all aspects of conducting negotiations with parties.; Task 4 – Technical Implementation: Assist DNRC with ensuring the signed contract is faithfully implemented.
