Specifications include, but are not limited to: The Contractor shall stand by and be prepared to provide comprehensive emergency management planning services upon request from MEMA. The Contractor will work directly with MEMA to determine the specific tasks and scope of services required for any planning initiative identified at the time. Services are to be identified in a Work Plan and agreed upon before authorization to proceed is granted. The awarded Bidder will have adequate financial resources for performance or have the ability to obtain such resources as required during performance. Any award made will be for a stand-by contract. No work will be authorized until written notice to proceed is authorized by the Department’s Director, Deputy Director or designee and delivered to the Contractor. Services include the following: COMPREHENSIVE DISASTER PLANNING SERVICES Deliver sound consulting and guidance that enables MEMA to develop and implement strategic goals and objectives. This includes policy development and guidance, political impact assessments, complex issues management, and public information and trust for agency officials. Provide emergency management strategies, plan updates, procedures, and supplementary documentation across plans not limited to.
