Specifications include, but are not limited to: • An assessment of VSPs’ current organizational structure, staffing levels, services (including hours and days of operation), and programs.; • An assessment of current parks’ operations and maintenance practices.; o Evaluation of reliance on contractors for services such as mowing, plowing, plumbing and electrical service.; • An assessment of how well the VSP system meets the needs of the contemporary park visitor.; o Highlight programs and services currently being delivered most effectively.; o Highlight programs and services most in need of improvement.; • An evaluation of the optimal level of service (programs and staffing) to provide contemporary and affordable facilities.; • An evaluation of organizational structure and cost to offer year-round outdoor experiences for visitors to Vermont State Parks.
