Specifications include, but are not limited to: Louisville Metro is looking for an Internet Service Provider (ISP) to partner with to deploy internet infrastructure to the last mile for the remaining homes in our community that lack access to high speed internet. To be considered, applicants must have a Louisville Metro telecommunications franchise and pole attachment agreements with local utility pole owners. Potential partners should submit a project proposal to that will provide broadband services to 100% of “unserved” households and institutions that do not currently have a Broadband service provider available, defined by the FCC as 25 megabits per second (Mbps) download & 3 megabits per second upload, in a defined “eligible service area”. The project must provide a service that meets or exceeds 100 Mbps download & 20 Mbps upload and must be completed within one year of receiving funds. Louisville Metro will give preference to ISPs that submit a Fiber-to-the-Premises (FTTP) project. “Unserved” is defined as (A) the household lacks access to qualifying broadband service; and (B) no broadband provider has been selected to receive, or is otherwise receiving, Federal or State funding subject to enforceable build out commitments to deploy qualifying broadband service in the specific area where the household is located by dates certain, even if such service is not yet available, provided that the Federal or State agency providing the funding has not deemed the service provider to be in default of its buildout obligations under the applicable Federal or State program.
