Specifications include, but are not limited to: New Castle County is seeking sealed bids for non-powered tools. Vendor shall quote discount for each manufacturer. In most cases, New Castle County will pick up the item(s). The vendor shall have a location within New Castle County where the items may be picked up. When delivery is required by New Castle County, the vendor shall deliver stocked items within two (2) days, and shall deliver the item(s) free of charge. Vendor shall stock most common items. Non-stocked items are to be made available within five (5) days. If the vendor does not have the item(s) in stock, New Castle County reserves the right to purchase the item(s) from another source. Repeated failure to stock common items and to supply non-stocked items within five (5) days may result in cancellation of the contract. All tools must be industrial grade. All tools must have a lifetime guarantee against breakage through normal use, and must be topline, premium grade tools. Acceptable brands or New Castle County approved equals: Allen Armstrong Proto Craftsman Wright Cougar Stanley American Tool Channelock Binks & Cotton Snap-on Coopers Group Tools supplied shall be made in the USA, whenever possible.
