Specifications include, but are not limited to: The proposed improvements include, not limited to, milling off the existing asphalt surface, full depth patching, Hot Mix Asphalt (HMA) resurfacing, fixture adjustments, pavement markings, and Americans with Disabilities Act (ADA) compliant curb ramps on E. 2nd Street from the east curb return of Harrison Street to the west curb return of Brady Street and continued from the east curb return of Brady Street to the end of HMA overlay west of the Government Bridge.; The proposed resurfacing method shall be to mill approximately three-inches (3”) and put back a two-inch (2”) thick layer of surface-intermediate course HMA over the prepped surface followed by a one-inch (1”) thick high performance thin lift (HPTL) over the surface-intermediate course. An alternate bid of three-inches (3”) of surface course will be included.; Actual as-built quantities may vary from bid quantities. The contractor will not be paid any premium for variations in quantities.; Before the start of construction, the Contractor shall submit a line of march and schedule of work listing critical path items. The list of items shall include curbing, headers, milling, patching, casting adjustment, surface course, intermediate (leveling) course, base course and other items, as required, to establish a time schedule for the project. Before commencing any work and part of the preconstruction meeting discussions, the contractor shall provide a two or three week look ahead schedule for this work. The work schedule shall illustrate all significant work tasks performed in detail. This short interim plan (SIP) shall be updated weekly by the contractor and shall have respective task start dates/task finish dates to illustrate work to be accomplished for this project. Contractor shall furnish an as-built (SIP) schedule plan to indicate the work tasks completed and the respective sequencing/actual start dates/actual finish dates and overall compliance with the schedule of work noted below.; No work shall start without the approval from the Engineer or his representative. After milling and cleaning has taken place, the Engineer or his representative will immediately begin determining if full depth patching or other repairs to the existing pavement are required. If patching or repairs are not required, surface course shall be placed on a street within five (5) working days of milling. If the street does require full depth patching or repairs, procedures to correct the problem(s) shall commence within three (3) working days after milling. Once repairs have started, the Contractor shall continuously work on repairs until completion. If work ceases on repairs for any reason other than the weather, the Contractor shall be charged double working days on the program until the repairs are complete. If patching or repairs are the controlling item, the surface course shall be placed within five (5) working days of the completion of any repairs. The construction of sidewalks/ handicap ramps, boxouts shall begin within five (5) working days after street resurfacing and completed in a timely manner. If the above noted procedures are not followed, liquidated damages of $500/ day shall be charged to the Contractor for each working day not in compliance.
