Specifications include, but are not limited to: Ada County Emergency Management and Community Resilience (ACEMCR) for an After Action Report (AAR) that addresses the Emergency Medical System response to the Boise Towne Square Mall Shooting, which took place on October 25, 2021. 1. Consultant will coordinate with all stakeholders as directed by Ada County/City Emergency Services, including after action reviews being completed by law enforcement, County dispatch, hospital systems, and/or emergency management. 2. Consultant will provide a gap analysis and develop after-action items for the Emergency Medical System (EMS) response to active shooter/hostile events. Law enforcement/tactical response is not the primary focus of this project. 3. Analysis to be informed by relevant standards of established and emerging best practices for building ASHER capability for an EMS program, including but not limited to National Fire Protection Association (NFPA) 3000™, Standard for an ASHER Program, National Association of Emergency Medical Technicians (NAEMT) Tactical Emergency Casualty Care (TECC), and other widely-used emergency response concepts for integrated response to active threat scenes, including National Incident Management System (NIMS) and the Incident Command System (ICS). 4. Consultant will provide findings and recommendations addressing refinement of multiagency policies, plans, procedures and/or concepts of operations for ASHER capabilities.
