Specifications include, but are not limited to: • Review both the professional services contract and the construction contract so that Consultant can ensure that Consultant, and any subcontractors, can comply with the terms and conditions outlined in the contracts, including but not limited to federal requirements.; • Develop elements of high performance and sustainable design.; • Develop schematic drawings.; • Develop detailed cost estimates of the construction work.; • Create detailed and fully coordinated Project plans and specifications. Plan review at 50%, 75%, and 100% complete.; • Lead and coordinate the Project permit process; submit for construction permits and agency review.; • Provide assistance to the County in determining if it is practicable to provide a preference for the purchase, acquisition, or use of goods produced in the United States pursuant to 2 CFR § 200.322. If it is practicable, incorporate such specifications into design criteria.; • Provide assistance to the County in determining if it is practicable to provide a high percentage of recovered materials pursuant to 2 CFR § 200.323. If it is practicable, incorporate such specifications into design criteria.; • Provide assistance with bidding and other procurement activities; assist in contract negotiations with contractors.; • Provide construction administration duties and responsibilities.; • Provide final Project close-out activities.; • Ensure code compliance, including ADA, safety, building and fire.; • Provide inspection of the facility for proper operation and issues prior to the end of the construction warranty period of one (1) year.
