Specifications include, but are not limited to: 2.1. The Solution shall: 2.1.1.Provide a vendor-operated video management solution for the Vermont Department of Corrections (DOC), utilizing a secure cloud based hosted server supporting active directory for the purposes of uploading and managing of video. Pursuant to Act 74 of 2021, DOC is required to deploy body-worn cameras for correctional officers. 2.1.2.Provide secure, password protected information and timely automated notifications from the Contractors solution in accordance with State Policy and Practices. 2.1.3.Provide Body Worn Cameras (BWCs) that are compliant with the vendor’s video management solution to capture video and audio recordings from the perspective of DOC staff and store the recordings in a secure storage solution. 2.1.4.Provide support and maintenance, consulting, training, network engineering, monitoring, support, backup and recovery, change management, technology updates and upgrades and other professional services as described herein (individually and collectively referred to herein as the “Services”), as necessary for the State’s productive use of the Solution as further set forth in this Contract. 2.2.The State of Vermont is interested in obtaining bids to meet the following business need(s): 2.2.1.Currently the State utilizes facility cameras and hand-held cameras for the safety and accountability of incarcerated individuals, staff, and others. DOC’s use of BWCs is intended to enhance the safety and accountability of incarcerated individuals, staff, and others. 2.2.2.The DOC’s policy is to use BWCs to record interactions within Vermont correctional facilities. The use of these cameras is intended to: capture digital audio and/or video evidence for use in disciplinary hearings and court trials and proceedings; improve the investigative process; assist in staff training; foster greater accountability for the actions of staff; and prevent, deter, or document inappropriate conduct by staff, incarcerated individuals, or others. 2.2.3.The DOC staff using the cameras will utilize the State of Vermont Network to be able to dock the BWCs and upload the video to a vendor’s system. This will ensure that untampered video is uploaded, stored, maintained, and is retrievable in an accessible format to provide for inspection as required by State Law. 2.2.4.Contractor must be responsive to equipment orders, requests for technical support, and other inquiries. Contractor must ensure that employees who have access to DOC recordings are not under the supervision of the DOC. Contractor must have sufficient staffing to fulfill the requirements of the contract. Contractor will provide a single point-of contact, or an designated team assigned specifically to DOC, for service outage or maintenance issues 24 hours per day, 7 days per week, 365 days per year. 2.3.The State of Vermont seeks to achieve the following Business Value(s): 2.3.1.Financial: Financial: Provide the services necessary to the State of Vermont at the best possible value. 2.3.2.Customer Service Improvement: Provide body cameras, related accessories, and a video management solution, and training for those items, to allow safe and efficient integration of these new products and services into the correctional environment. Ensure contractor is responsive to orders for equipment and support. 2.3.3.Risk Reduction: Capture digital audio and/or video evidence for use in disciplinary hearings and court trials and proceedings; improve the investigative process; assist in staff training; foster greater accountability for the actions of staff; and prevent, deter, or document inappropriate conduct by staff, incarcerated individuals, or others. 2.3.4.Compliance: Allow for the capture, storage, and retrieval of recordings in accordance with public records retention schedules and State law and policy.
