Specifications include, but are not limited to: 1) ODOT will issue a public notice on the State of Oregon’s new eProcurement system, OregonBuys, as required by Oregon Administrative Rule (OAR) 125-247-0287, for a period of seven (7) calendar days, regarding approval of the SP. Advertisement of the SP and public notice will include provisions that any affected persons may protest the approval of the SP. 2) DAS PS, along with ODOT, will respond to and resolve protests, if any. If no protests are received and sustained, ODOT will proceed with the approved alternate opportunity described below and qualify the CBOs that desire to participate with ODOT in this response to the Governor’s executive order. 3) ODOT will enter into PAs with the providers that meet selected criteria. ODOT will establish a matrix and user guide for the PAs for ODOT’s use in determining which services are available from each provider across each of the five (5) ODOT Regions. PAs will establish a menu of services each provider is required to provide for ODOT projects to choose from for each resulting work order contract. More specifically, ODOT will enter into PAs with any 501(c)(3) organization that: a) Provides culturally responsive services to currently or historically marginalized communities in Oregon including, but not limited to: black, indigenous, people of color (non-white), low-income populations, elder adults, people living with disabilities, youth, homeless or houseless individuals. Organizations with 501(c)(3) fiscal sponsors are eligible. Organizations must meet ODOT’s requirements for insurance coverage.
