Specifications include, but are not limited to: The Department of Environmental Management (DEM), Office of Water Resources (OWR), Division of Agriculture (Agriculture), and Division of Information Technology (DoIT) is seeking a software as a service (SaaS) solution or a low-code, rapid application development platform to replace an existing MS Visual FoxPro system used by regulatory programs in the OWR and a low-code, rapid application development platform to replace the Informix systems used by Agriculture. Vendors may bid a (1) SaaS solution or a low-code, rapid application development platform to replace the OWR MS Visual FoxPro system and may bid a (2) low-code, rapid application development platform to replace Informix Agriculture licensing systems. The RFP will allow multi-awards so that Agriculture & OWR may use the same solution or follow different approaches if necessary. Vendors may bid on part (1) part (2) or both parts of this RFP.
