Specifications include, but are not limited to: The successful respondent will need to designate a single point of contact with the State. In turn, the State will designate a single point of contact to interface directly with the vendor. The approach must include, at a minimum: • Monthly internal progress meetings/reports to the steering committee. These meetings are expected to be one-hour meetings, and may be in person, virtual or a combination. Each monthly status report shall be written in a table format, based on the cost proposal, and shall document progress on the deliverables. • Periodic progress updates to the Water Resources Board are anticipated to be quarterly, or less than quarterly, based upon progress on deliverables. • A draft report for review and input prior to the public meetings. • Include two public meetings (in West Greenwich and Coventry) to present and collect any feedback from the draft report. The Consultant is expected to develop a public notice prior to the meetings to be posted with a deadline for submitting written public comments on the WRB and Town websites, at a minimum. The Consultant is expected to document any public comments. • The proposed approach must include input from experts as identified by the steering committee (DEM personnel, local experts, selected user groups). The Consultant is expected to prepare questionnaires/surveys for stakeholder input. • The Consultant is expected to identify applicable best management practices. • The proposed approach should include a detailed timeline by task. The project cannot exceed 24 months and must include at least a year of investigation to understand seasonal patterns (allowed and illegal use, environmental, habitat, etc.).
