Specifications include, but are not limited to: he MEC is seeking proposals to provide a Lobbyist Public Disclosure System with functionality as defined in this Request for Proposal (RFP) document to include the ability for lobbyists to register and file reports that creates a database for the public to view their information and make searches for specific information. The MEC is seeking a vendor to provide and maintain a publicly accessible system for the disclosure of lobbying related activity in compliance with OIT architectural principles that state a preference for Software as a Service. ; External System Integrations The Lobbyist Public Disclosure System must be able to interface with two external systems: One is managed by InforME, which processes payments for lobbying registration fees The other will be the Maine Legislature to import bill numbers and titles. Integration may be enabled through: Application programming interface (API) tools, Middleware tools, Messaging, Use of web-based connections, Import/export of batch text files, or Extract-transform-load (ETL) operations. Integration may also transfer data in real time, batched processes, or be conducted manually, depending on the system integration. Data Collection The Lobbyist Public Disclosure System must support the collection, validation, analysis, and storage of Lobbyist registration and reporting data. The system will allow the public to search and access information about lobbyists and their activity but will also have a secure login where filers and administrators may input information and file reports. The core function for filers will be to input information into the system, which will then be displayed and searchable on the public side. Filers may include Lobbyists (or their support staff), Entities without Lobbyists, and Legislative Designees. Data collected will include: Individual lobbyist registrations/records
