Specifications include, but are not limited to:ODFW will award a contract to the successful Offeror who demonstrates a cost-effective and innovative System for the Crab Fishery that includes an integrated vessel tracking and electronic logbook system. The objective of the demonstration is to understand the scope of effort needed for fleet wide implementation of a System that: • replaces paper logbook currently used in the fishery while collecting the same data, • tracks near-real-time location data and allows for visibility of vessels participating in the fishery, • integrates with existing data systems, • strives for cost-effectiveness at a fishery-wide scale. The successful Offeror will install and field test the System on between two and ten Oregon commercial crab vessels during a crab season. The testing of the System will occur onboard privately owned commercial vessels fishing along the Oregon coast, anywhere from Astoria to Brookings. The successful Offeror will provide, review and report on the data collected and transmitted during field testing of the new System. This will include a comparison to paper logbook data submitted by the testing vessels. The successful Offer will also submit a final demonstration test result report deliverable that will support ODFW’s efforts in preparation for a future fleetwide System project.
