Specifications include, but are not limited to: The successful offeror(s) shall establish a new licensed substance use disorder treatment program with fewer than seventeen beds for adults in an underserved area of North Dakota. ; The successful offeror(s) shall identify the American Society of Addiction Medicine (ASAM) levels of care they intend to provide at this treatment program. ; Treatment services shall be trauma-informed, recovery-oriented, person-centered, and based on best practice. ; The successful offeror(s) shall provide appropriate referrals for all individuals who have complex clinical needs, such as co-occurring disorders or co-morbidities, and/or do not meet the criteria for placement within the offeror(s) program. ; The successful offeror(s) shall become licensed and follow all applicable state and federal laws, including North Dakota Administrative Code 75-09.1 which regulates substance abuse treatment programs in the state.; The successful offeror(s) shall bill for applicable services through Medicaid, third-party insurance companies, and the substance use disorder voucher in order to sustain the operations of the program beyond the funding received by STATE. STATE funding must be the payor of last resort for clinical services.; The successful offeror(s) must accommodate STATE for on-site visits, request for further information, and participate in scheduled meetings, phone conferences, and any training or technical assistance as requested by STATE.; The successful offeror(s) shall provide a monthly report to STATE identifying the progress made in the development, opening, and improvements of the treatment program.; The successful offeror(s) shall develop a system to collect, analyze, and submit process measures and raw data as outlined in Attachment A - Process Measures. Process measures and raw data shall be submitted monthly upon the successful offeror’s opening date. ; The successful offeror(s) shall develop a system to collect, analyze, and submit outcome measures with raw data and assessment of programming with STATE upon grant award. Outcome measures, raw data, and assessment of programming shall be submitted quarterly to STATE upon the successful offeror’s opening date. ; The successful offeror(s) shall provide and disclose data or other information as requested by STATE.; The successful offeror(s) shall ensure communication (media, partnership meetings, presentations, etc.) regarding the activities within the scope of work identifies the project as an effort of the Department of Human Services (DHS) to increase access to services for North Dakota adults in underserved areas. The DHS logo shall be utilized in all documentation used for the purpose of communication of the program.
