Specifications include, but are not limited to: Contractor shall provide a broad scope of services consisting of evaluation, short-term counseling, and referral for participants to include but not be limited to: • Alcohol and/or Chemical Dependency; • Critical Incident Stress Debriefing; • Dependent and Elder Care Problems; • Disability-Related Services; • Domestic Relations; • Mental or Emotional Problems; • Financial Problems; i. Technical approach to perform that activity: Contractor shall provide counseling and referral services for approximately 900 employees and their immediate family members with problems that may affect employee job performance. TRS currently has employees located in Austin, El Paso, London, England and working from locations remotely in the state of Texas. Contractor must be able to provide in-person and online services to all TRS staff, including employees who travel to other areas of the state on business, at off-site locations that are convenient and ensure confidentiality. The EAP services are provided as a resource to the employee (or immediate family members, if appropriate) for selfreferral to address concerns and problems. Contractor shall provide guidance and counseling to help employees resolve their problems and restore them to job effectiveness. ; ii. The key personnel responsible for the activity: The Contractor and its affiliates shall perform the EAP services activities.; TRS will provide an EAP Coordinator. The EAP Coordinator is a member of the Organizational Excellence department and will be responsible for monitoring the program, coordinating education programs, disseminating information about the EAP, and will serve as the primary contact person for the Contractor and for employees seeking general information about the program. Questions, complaints, or problems with the TRS EAP will be addressed to the TRS EAP Coordinator.; iii. The time line for the activities: Contractor shall schedule appointments within the time frames listed below:; • Participants who contact the EAP staff will be seen by the assessment or referral specialist within two (2) days.; • Participants in an extreme crisis situation potentially harmful to self or others will be seen immediately in no more than two (2) hours. TRS reserves the right to add or delete services to the contract as determined by TRS. To the extent the laws of the State of Texas require TRS to include additional language in its contracts Contractor agrees to amend this contract and to cooperate in the execution of any amendment to this contract necessary to effectuate such state law.; iv. The deliverable associated with the activity: Contractor shall provide the following services to all participants: • Contractor shall provide no less than five (5) sessions per incident.; • Contractor shall schedule a minimum of 50 minutes for each session.; • Contractor shall provide follow-up phone call services to all participants.; • Contractor shall provide no less than six (6) months of follow-up services for serious incidents where there is potential harm to participant or others.; • Following the Contractor’s evaluation of the participant if the incident cannot be resolved within five sessions, the Contractor shall refer the participant to a treatment resource the Contractor considers appropriate.
